According to the Urban Redevelopment Authority (“URA”), about 51.1 million sq ft

of private factory space is
in the pipeline as at Q4 2012, of which about 66% (33.8 million sq ft) is under construction. Of the remaining
34% (17.3 million sq ft) that is still being planned, about half (8.5 million sq ft) has not obtained written or
provisional permission (Figure 1.3).
